It's the best rendering of her cuteness, her alien-ness, with some intrigueing hints of the Mona Lisa (That slightly smiling mouth is very classic in rennaissance-art) and her genius-level mind still shining through.
PS the original artist is , as I recall, a korean, or singaporean. This pic is used everywhere, when Tali is mentioned. I wonder if he ever saw any revenue from it. (given the fact that Intel is also using it in an ad-campaign..). I hope so. Making a living with art is fraught with copyright dangers in this Internet-age.
If you romanced Tali in ME2, she leaves a photo of herself in your cabin as gift. But to be honest, it's a bit dissapointing. Just a photoshop of an already existing photo of a woman. It's pretty, sure, but it was rather lazy of BioWare. Not to mention, other then only having two fingers, it looks just like a human, of course.
Hmm... potential. I actually expected Quarians to probably bald, out of practicality (think about it, they're almost always using suits anyway). Her skin looks appropriately pale and her head does appear a bit smaller than some human heads. I can't deny it'll help in the long run for them to make the Quarians look human, but I was actually hoping for something a little more alien. Granted, I'll bet there's a great deal more alien-ness to the rest of their physiology (take, for example, very differently segmented toes and fingers).
